The rule in brief

The congiuntivo presente appears in a che-clause after verbs and expressions of opinion, hope, wish, doubt or necessity: penso che, credo che, spero che, voglio che, bisogna che, è importante che. It also follows some conjunctions, such as sebbene and benché (although). If there is no che-clause, use the indicative: secondo me è vero, but penso che sia vero.

To form it, take the io form of the present indicative and change the ending. Verbs in -are take -i in the singular (parli); verbs in -ere and -ire take -a (prenda, dorma). Verbs with -isc- keep it: capisca. In the plural the endings are -iamo, -iate and -ino / -ano.

Because the three singular forms are identical, add a subject pronoun when the meaning is unclear: penso che tu abbia ragione. Many common verbs are irregular and must be learnt by heart.
