The proposal and its limits
This fictional case concerns the Pontechiaro central library. It now closes at 19:00. A citizens’ group proposes a 12-week pilot on Tuesdays and Thursdays from 19:00 to 21:00. A self-selected survey received 120 replies: 78 in favour, 26 against, and 16 with no preference. Of the respondents, 34 say they might attend weekly; that is not observed attendance. The room has 40 seats, but nobody has booked a place. The estimated extra staffing cost is €2,800 and the estimated security cost is €900. The pilot budget ceiling is €4,000, leaving €300 on these estimates. A staffing plan and night-bus access check are still missing. The municipal committee has not approved the pilot.

A qualified position
The editorial supports a controlled trial because it could help some readers. The response accepts that purpose but questions whether a voluntary survey, a €300 estimated margin, and an unchecked night-bus route justify immediate approval. Distinguish an aim (so that people can study later), a cause (because the library now closes at 19:00), a concession (although the survey is encouraging), and a condition (provided staffing and access are checked). A recommendation is not an approval.
