Ethics, policy and evaluation

Use precise policy terms without inflating the evidence.

Name the public-interest test

Use la rappresentatività, l’equità, l’accessibilità, la sostenibilità, and il costo stimato accurately. The 120 voluntary survey replies show interest among respondents but are not a representative sample of Pontechiaro. The 40-seat room states physical capacity, not demand. Night-bus access is not yet checked, so equitable access is a question, not a demonstrated benefit. Discuss who may gain from later hours and who might still be excluded.

  • La rappresentatività del sondaggio è limitata.· The representativeness of the survey is limited.
  • L’equità richiede di esaminare anche chi non può tornare a casa tardi.· Equity also requires examining those who cannot return home late.
  • L’accessibilità serale dipende anche dai trasporti.· Evening access also depends on transport.
  • La sostenibilità dipende dai costi effettivi, non solo dalle stime.· Sustainability depends on actual costs, not only estimates.

Evaluate a pilot, not a promise

Use il criterio di valutazione, la soglia di spesa, il margine, la verifica, and l’esito. A pilot can collect evidence if it has clear measures before it begins: actual evening visits, costs paid, and access feedback. The estimated €300 margin is small; it is not proof that actual spending will remain under the €4,000 ceiling. Frame a recommendation with conditions and a review date, without saying the committee has approved it.

  • Il criterio di valutazione deve essere definito prima del pilota.· The evaluation criterion must be defined before the pilot.
  • La soglia di spesa proposta è di quattromila euro.· The proposed spending ceiling is four thousand euros.
  • Il margine stimato di trecento euro potrebbe non bastare.· The estimated margin of three hundred euros may not be enough.
  • L’esito sarà valutato dopo dodici settimane, se il pilota partirà.· The result will be assessed after twelve weeks, if the pilot starts.
