Turn an action into a noun, then restore its actor
Nominalisation makes an action a noun: «Chiara rileva gli ingressi» becomes «la rilevazione degli ingressi». The noun can help a technical text name a procedure, but it removes the actor unless you add «da parte di Chiara» or a nearby sentence. In the Bellacqua case, even the action is only planned: write «la rilevazione prevista» or «Chiara rileverebbe gli ingressi qualora il pilota fosse autorizzato». Compare «la verifica dell’accessibilità» with «il comitato deve verificare l’accessibilità»: the second version assigns responsibility. Do not allow a nominal phrase to turn a pending check into a completed one.

Distinguish impersonal si from passive si
«Si procede al conteggio» uses impersonal «si» with a singular verb and no grammatical object promoted to subject; it leaves the human actor unspecified. «Si contano gli ingressi» is a passive «si» construction: the plural noun «gli ingressi» controls plural «contano». Both can suit a procedure, but neither says who is accountable. A public brief may need «Chiara conterà gli ingressi, se il comitato approverà il pilota». Also keep time and status: «si conteranno» indicates a possible future action in context; «sono stati contati» would falsely report a completed count here. Restore actor, date and condition when the decision depends on them.
