Comunicare una misura prima di raccoglierla

Original fictional conference transcript.

We open the session on communication of civic projects. Chiara will present a protocol for a proposed evening opening of the Bellacqua library. We will hear a method, not results.

Director Elena signed a report for three Thursday evenings in July, with an estimated cost of nine hundred euros. The committee examined it but did not vote. Staffing and accessibility still require checks.

The methodological question is narrow: if the trial is authorised and held, how will we describe use on three evenings? We are not asking whether evening hours permanently improve the town’s cultural life; this protocol cannot answer that.

By entry I mean an entrance recorded during one of the evenings. One entry is not necessarily one distinct person: someone who leaves and returns could create two records. Before using the form, we must choose and document one consistent rule.

The planned measurement is a count for each evening, with an optional visitor question if the form is approved. The question does not turn respondents into a population sample; it may reveal reasons and problems to examine.

We currently have eighteen spontaneous comments on the proposal. Eleven are favourable and seven critical or concerned. We say “eleven of eighteen received comments”, not “eleven eighteenths of citizens”. The second denominator was not observed.

If the count took place, it would describe recorded entries. It would not automatically include non-visitors, show how many entries would have happened at other hours, or by itself prove a lasting change. A precise definition does not widen the evidence.

  • Presidente: Grazie.

Thank you. I now invite questions. I ask colleagues to distinguish a criticism of the method from a preference for or against the project.

You said a return could create two records, but the rule is still open. If you wanted to estimate distinct people, would you keep the same indicator?

No. I would change the indicator and explain how to distinguish visitors without collecting more information than necessary. Today I present only an entry count, and I flag that the rule for returns still needs to be fixed.

In the summary I read “measurement will proceed”. Who decides to proceed? The impersonal construction seems to skip the checks.

That is a fair criticism of the sentence, not the count. I rewrite it: “If the committee approves the trial after checks, staff will record entries under the protocol.” The decision-maker, condition and action are visible.

What inference would you present if an evening recorded many entries? Would it confirm that the new hours create readers?

I would present the number and counting rule. I would not say every entry is a new reader or that the effect lasts. The same person might enter more than once, and a comparison able to isolate a cause would be missing.

Can you say it in three sentences for people who do not work with protocols? Keep the decision status too.

The library might open on three Thursday evenings, but the committee still must check staffing and accessibility and vote. If the trial takes place, we will count entrances. That number will describe recorded entries; by itself it will not say whether new readers came or whether the change lasts.

This version is shorter but not stronger. We still have a proposal, an unmade decision, a possible measure and an explicit limit. We close the session.

Follow the presentation and questions

This is an original fictional conference. Listen to Chiara’s presentation on the proposed Bellacqua library trial. Identify the research question, operational definition, planned measurement, existing evidence, and limits. Then mark where each questioner asks for a clarification that the prepared talk does not supply. Do not treat any conditional example as observed attendance.

  • Per ingresso si intende ogni entrata registrata.· An entry means each recorded entrance.
  • Il protocollo è ancora una bozza.· The protocol is still a draft.
  • Undici su diciotto commenti volontari sono favorevoli.· Eleven of eighteen voluntary comments are favourable.
  • La prova richiede prima verifiche e un voto.· The trial first requires checks and a vote.

Restate the expert claims for the public

The chair requests a concise public version near the end. Compare Chiara’s first «rilevazione degli ingressi» with her later «contare quante volte si entra». Both refer to the same possible procedure. The public version must still say that entries are not distinct people, voluntary comments are not a town survey, and a three-evening count cannot prove lasting causation. Practise a 30-second restatement and check that it contains no invented approval or result.

  • «Rilevazione» significa qui contare le entrate.· Here “measurement” means counting entrances.
  • La stessa persona potrebbe entrare due volte.· The same person might enter twice.
  • Non conosciamo il parere di tutti i residenti.· We do not know every resident’s view.
  • Il conteggio non dimostrerebbe un effetto permanente.· The count would not prove a permanent effect.
