The same facts, different focus
Move attention without changing a fictional public record.
One fixed library case
All places, people, dates, and figures in this Tappa are fictional. In Bellacqua, library director Elena Riva signed a technical report on 12 June. The culture committee examined it on 14 June but did not vote. The report proposes three Thursday evening openings in July at an estimated cost of €900, subject to staff coverage and an accessibility check. Eighteen people submitted voluntary comments: eleven favour the proposal and seven raise concerns. These comments are not a representative city survey. The report is signed; the pilot is not approved.

- Il comitato lo esaminò il 14 giugno, senza votare.· The committee examined it on 14 June, without voting.

Attention is not a new fact
Compare «Elena ha firmato il rapporto» with «È Elena che ha firmato il rapporto»: the second form makes the signer salient. «Il rapporto, lo ha esaminato il comitato» sets the report as topic and says what happened to it. Neither construction turns examination into approval. Before reframing a sentence, list its factual commitments: actor, action, date, quantity, and decision status. A rhetorical change is valid only if those commitments remain true.
- È Elena che ha firmato il rapporto, non il comitato.· It is Elena who signed the report, not the committee.
- Il rapporto, lo ha esaminato il comitato.· As for the report, the committee examined it.
- Quello che manca è il voto.· What is missing is the vote.
- L’enfasi cambia; lo stato della proposta no.· The emphasis changes; the proposal’s status does not.
