Untangle a dense argument

The same fictional Bellacqua proposal
This Tappa continues the fictional Bellacqua library case. Director Elena signed a technical report; the committee examined it but has not voted. The report proposes three Thursday evening openings in July for an estimated €900, subject to staffing and accessibility checks. Eighteen voluntary comments exist: eleven favourable, seven concerned. Analyst Chiara drafts an evaluation plan: if the pilot is approved, the library would count entries on the three evenings and ask visitors for optional feedback. No evening entries have been counted yet. The future records could describe use during the pilot; they could not by themselves prove that opening caused a lasting change in the town.
- Il piano di valutazione è una bozza, non un risultato.· The evaluation plan is a draft, not a result.
- Qualora il comitato approvi il pilota, si conteranno gli ingressi.· If the committee approves the pilot, entries will be counted.
- Gli undici commenti favorevoli sono volontari.· The eleven favourable comments are voluntary.
- Un conteggio di ingressi descrive l’uso, non prova da solo una causa.· An entry count describes use; it does not by itself prove a cause.
Recover the main clause first
Consider: «Il rapporto che Elena ha firmato, benché descriva tre aperture proposte, non autorizza il servizio prima che il comitato abbia verificato personale e accessibilità e abbia votato». The main claim is «Il rapporto non autorizza il servizio». The relative identifies the report; the concessive admits its content; the final time clause sets the prior checks and vote. Strip the subordinate clauses, test the main proposition, then restore each relation. A long sentence is useful only if its hierarchy is recoverable.
- Il rapporto non autorizza il servizio.· The report does not authorise the service.
- «Che Elena ha firmato» identifica il rapporto.· “Which Elena signed” identifies the report.
- «Benché descriva...» concede un fatto senza rovesciare la conclusione.· “Although it describes...” concedes a fact without reversing the conclusion.
- La verifica e il voto devono precedere l’annuncio.· The checks and vote must come before the announcement.
