The application is incomplete

This is a fictional internal procedure, not a statement of legal rules. Associazione Orizzonte asks to use the Pontechiaro civic hall for four free digital-literacy workshops on Saturdays in May. It submitted a project summary on 3 April 2026. The itemised budget and an access plan are missing; the hall has not been reserved. At its 8 April meeting, the review committee neither approves nor rejects the request. It asks the association to provide the two documents by 15 April at 17:00. The office will check completeness after receipt; the committee plans to review the application by 22 April. A receipt is not approval.

A meeting can identify a missing document; a verbale records the decision and its scope; a formal letter communicates what the applicant must do next. Track the responsible actor in each step. The association sends the documents, the office checks completeness, and the committee assesses the request. Do not turn an acknowledgement of receipt or an expected review date into authorisation to use the hall.
