Describe the observation
A count needs a defined sample and a clear measurement rule. Use these terms when you explain what the Valverde observers actually recorded. A difference between two lines is visible in the sample, but its cause is not yet known.

Describe the possible intervention
The draft mentions equipment and a test, not completed improvements. Name the object, the proposed action, and the condition that must be met. An access review checks whether a new installation works for different users. A forecast remains a hypothesis until later evidence supports it.
