I open the meeting. We have €120,000 for one action, not both.

I propose opening the library three evenings a week for a year. The estimate is €90,000.

  • Giulia: Io preferirei creare ombra in sei fermate. La stima è di 110.000 euro.

I would prefer shade at six stops. The estimate is €110,000.

What benefit could we check for the library?

If we fund the trial, we will count evening visits and ask users whether the hours help.

But how will people who do not drive at night reach the library?

  • Luca: È una domanda giusta. Dovremmo raccogliere informazioni sugli spostamenti prima della decisione.

That is a fair question. We should collect travel information before the decision.

And for the stops, what would we measure?

We could ask users whether waiting is more bearable in hot months. I do not promise that buses will be more punctual.

If we choose the stops, we will also need to check wheelchair access.

Yes. We also need permits and updated quotes, not just a drawing.

  • Marta: Le due stime sommano 200.000 euro. Non possiamo finanziarle entrambe nella forma attuale.

The two estimates total €200,000. We cannot fund both in their current form.

If we had €200,000, we could consider both, but we would still need to check costs.

And if one proposal became more expensive, the choice would change.

So no one can say today that either proposal has already produced results.

  • Luca: Esatto.

Exactly. I support the library, but I want to know users’ views.

I support the stops, but without the access check I would not vote in favour.

  • Marta: Se riceviamo i dati mancanti entro venerdì, fisseremo un confronto pubblico la settimana prossima.

If we receive the missing information by Friday, we will schedule a public comparison next week.

Let us request the same format for both quotes so the comparison will be clearer.

And let us invite both library users and people who wait for the bus.

  • Marta: Bene. Oggi non approviamo nessuna spesa. Prima raccogliamo i dati, poi decidiamo.

Good. Today we approve no expense. First we collect the information, then we decide.

First pass: identify the positions

Listen to the full recording first, then use the transcript to check details. Identify who favours the library, who favours the shaded stops, and what the council can decide now. The town and figures are fictional.

  • Il bilancio è di centoventimila euro.· The budget is one hundred and twenty thousand euros.
  • Preferirei aprire la biblioteca tre sere alla settimana.· I would prefer to open the library three evenings per week.
  • Io darei la priorità alle sei fermate.· I would give priority to the six stops.
  • Nessuna proposta è stata approvata.· Neither proposal has been approved.

Second pass: hear conditions and limits

Locate one real condition and one imagined condition. Note how each speaker questions the other proposal without claiming a measured result. After reading, say which information you would request before a vote.

  • Se arrivano preventivi nuovi, potremo confrontarli.· If new quotes arrive, we can compare them.
  • Se avessimo un bilancio più alto, valuteremmo entrambi.· If we had a higher budget, we would assess both.
  • Non abbiamo ancora contato gli utenti serali.· We have not yet counted evening users.
  • Dobbiamo verificare il passaggio per le sedie a rotelle.· We must check wheelchair access.
